Approved in plenary session the List of Jobs of the Blanca City Council (19/09/2020)

The Plenary of the Consistory has approved the new List of Jobs of the Blanca City Council (RPT), which updates the positions and reflects the functions that each municipal worker performs. The approved document replaces the previous one from 1997, already obsolete and which did not reflect the labor reality of the Blanca City Council. The plenary session of the Blanca City Council has approved, with votes in favor of the Municipal Socialist Group and Blanca Lo Primero and with votes against the Popular Municipal Group and We Are Region, the new List of Work Positions (RPT) of the Consistory, which updates positions and reflects the functions and activities that each worker performs, as well as the percentage distribution of the specific salary supplement. Article 74 of Royal Legislative Decree 5/2015, of October 30, TREBEP, provides that Public Administrations must structure their organization through job positions that will include, at least, the names of the positions, the groups of professional classification, the body or scales, the provision systems and the complementary payments. Undoubtedly, this City Council has found it necessary to develop a List of Jobs, an urgent legal obligation that was being demanded by all public employees for more than 15 years. The RPT was born from a pilot project of the School of Training and Innovation of the Public Administration of Murcia (EFIAP).

It started as a training action whose purpose was to develop the appropriate knowledge so that the students of the institution could be able to develop a list of jobs. At all times, this project has been supervised, reviewed and advised by EFIAP technicians, where it is worth highlighting the work carried out by Mr.

Juan de Dios González.

From this City Council we want to thank the director of EFIAP, Mrs.

Isabel María Belmonte Martínez, the two technicians mentioned above and the work committee made up of employees of our city council. This collaboration has allowed the execution at zero cost of a Project-Oriented Innovation project, a training program that seeks to implement improvements in organizational units such as city councils.

This project has lasted for more than a year. The List of Jobs approved, in plenary session, is a text that has been unanimously agreed with the majority unions in the Region of Murcia and that have representation in the municipal institution, CCOO and UGT, and that also obtained the positive report both Secretary and the area of ??intervention of the municipal entity. As stated in the RPT, this document does not suppose the salary increase for any public employee, but it does suppose the possibility of making an organizational structure according to the current times, as well as that each one of the public employees can have their functions reflected to as well as an in-depth knowledge of your job. In addition, it will allow the economic inequalities of those municipal workers who are not receiving the salary that correspond to them, according to their category and professional group, to be corrected, provided that the budget availability allows it. The model is and will be a living document that can be corrected and adapted to the situations that arise over the years in the Blanca City Council and that can be used by future municipal corporations. This RPT represents an innovation at the regional level, since it is the first time that a pilot project of this type has been carried out.

The conclusion of the same has attracted the attention of a multitude of municipalities, which have already been interested and have demanded the formula from the Municipal Council for the implementation and development in their institution. To this must be added that the project of this RPT, as communicated by the Director of EFIAP, will be presented this year 2020 for a national award for innovation projects in public administrations granted by the National Institute of Public Administration (INAP ). The Government Team understands and affirms that, with all certainty, this RPT model is the best that the Blanca City Council can currently have. "The approval of this text will provide our city council with an essential tool to modernize and give legal security to the organization of the HR of our city council, respecting the labor rights of municipal workers and correcting the arbitrary inequalities existing between the The approval of this RPT does not economically affect the current general budget of the Blanca City Council ", declared the mayor of Blanca, Pedro Luis Molina.
